California Energy Commission (CEC) - Title 20 / Title 24
Bell-Southcn is a certified testing laboratory for the California Title 20 and Title 24 programs.
Beginning in the mid-1970's, the state of California enacted regulations governing the performance of lighting equipment - among other appliances - within the state. The two primary regulations came to be known as Title 20 and Title 24.
As it is known today, Title 20 establishes minimum performance standards for "appliances", including lighting. Title 20 dictates that all categorized lighting equipment be listed in the CA database or they cannot be sold within the state of California. California Title 24 establishes energy requirements for residential and non-residential buildings in California and is similar to other building standards from organizations such as ASHRAE and the Illuminating Engineering Society (IES).
Under Title 24 appendix JA8 & JA10 - Qualification Requirements for Residential Luminaires Using LED Source & Test Method for Measuring Flicker of Lighting Systems and Reporting Requirements - the requirements to be listed as a high efficacy luminaire are defined, as well as needed testing and parameters to determine lighting system flicker. Title 20 and Title 24 are both administered by the California Energy Commission (CEC) and are updated periodically through a rulemaking process. Once the CEC approves an updated version, it becomes mandatory in California.
